Background
UHAB | Urban Homesteading Assistance Board's mission is to transform renters into homeowners who collectively own and democratically govern housing co-operatives that will remain affordable, in perpetuity, to people of modest means.
Since its founding in 1973, UHAB has worked in the creation and preservation of over 1,300 buildings providing home ownership opportunities for about 30,000 households. UHAB is a diverse organization whose activities include advocacy, organizing, in-class and on-site training, direct technical assistance, consultation, development and sponsorship of new co-ops, and services to member co-ops that include bookkeeping, insurance, legal services, bulk purchasing, newsletters, and IT services.
UHAB's work is carried out at our offices in Lower Manhattan and Harlem by 65 dedicated staff members.
Fiscal Department
UHAB's Fiscal Department currently handles all transactions for UHAB's operating budget of approximately $5 million. In addition, they also handle all accounting functions for UHAB's Cooperative Development pipeline which currently consists of over 90 buildings with a total development cost exceeding $200 million.
The Fiscal Department is expected to grow over the course of the next year:
- UHAB will be responsible for providing financial and accounting services to it newly created insurance company, UHAB Mutual. This new entity will provide fire and liability insurance to member co-ops, and will be owned by its subscribers.
- UHAB has also been award a New York State Weatherization Assistance Program (WAP) contract, which will add another $3.5 million in transactional volume to the workload, plus 2 additional staff in the Fiscal Department.
The new DoF will face a considerable challenge, and also an opportunity, in building a restructured Fiscal Department. Although currently budgeted for a staff of 5.8 FTE, two of those positions are currently vacant. UHAB also needs to hire as many as two positions for the WAP contract. Over the next year, recruiting and training of new staff will be a major part of the DoF's activity.
Responsibilities
The Director of Finance is responsible for all aspects of fiscal management, planning, and reporting at UHAB. Specific responsibilities include:
I. Financial Management and Planning
- Oversees annual budget process.
- Assists staff with the development of budgets for new programs, grant applications, RFP responses, etc.
- Maintains positive relationships with multiple banks and lenders.
- Ensures compliance with financial regulations of all government agencies, including the filing of annual statements with the IRS and the NYS Attorney General's Charities Registration Bureau.
II. Analysis and Reporting
- Prepares Monthly Reports for UHAB as a whole as well as for each operating unit.
- Regularly Updates Cash Flow Projection
- Creates specialized analyses of particular financial transactions, frequently and on short notice
- Manages the annual audit process, for both the parent company and all development company subsidiaries.
- Presents financial updates at monthly meetings of UHAB's senior management team.
- Presents financial updates at quarterly meetings of UHAB's Board of Directors.
- Assists in the preparation of reports to foundations and other funders.
III. Accounting / Transactional Tasks
- Supervises data entry into the accounting system.
- Supervises payments, including preparation of checks and supporting documentation for signature.
- Supervises preparation of invoices for services performed by UHAB programs
- Supervises collection of past due accounts.
- Manages all aspects of the payroll
- Manages the finances of various internship programs (AmeriCorps, VISTA, Avodah)
- Manages petty cash
- Personally performs bank reconciliations.
IV. Human Resources
- Administers UHAB's package of benefits
- Serves as liaison to Insurers and other benefit administrators
- Enrolls new employees
- Responds to all questions from new and existing employees
- Assists with securing benefits
- Currently, also administers the New York State Shared Work program
- Oversees the purchase and distribution of MetroCards
V. Executive and Supervisory Responsibilities
- Directly supervises 2 bookkeepers whose workload primarily involves UHAB, Inc.
- Provides oversight to a staff of 2.8FTE who handle the fiscal and accounting related to Co-op Development
- Represents UHAB with external stakeholders including banks, government agencies, auditors and insurers.
Qualifications
The successful candidate must be responsible and independent worker who could derive great satisfaction from managing systems that result in accurate information being readily available to those who need it. We are looking for someone who can demonstrate that he or she:
- Is an excellent "multi-tasker" who can keep track of a number of simultaneous projects.
- Is able to work in a highly organized and efficient manner, and produce a work product that is accurate and reliable.
- Has a full understanding of the principles and procedures of not-for-profit accounting.
- Is a team leader as well as a team player who can communicate effectively with colleagues who administer a wide range of programs, and can explain to them the financial implications of their program decisions.
- Has a high degree of skill and experience with computerized office operations and basic office software applications. Knowledge of QuickBooks Pro is essential.
- Handles pressure well, with nerves of steel and a sense of humor.
Location
The Director of Finance will report to directly to UHAB's Chief Operating Officer. The job will be located at UHAB's main office in Lower Manhattan.
Salary
Commensurate with experience, starting at $75,000.
